Implementation Specialist

Steele and Associates is seeking candidates for an Implementation Specialist. This is a contract position located in Columbia, AL. The assignment is slated to start immediately with an estimated duration of 12 weeks.

The implementation specialist will work with the contractor as well as the scheduler to develop and update implementation schedules for all field work and testing. They will work with Materials Controls Specialist to develop materials lists needed for work orders. The specialist will assure field implementation is conducted in accordance with the approved design change packages and FCRs. They will b e responsible for generation and coordination of Field Change Requests (FCRs) as needed and provide technical guidance to contract craft personnel in the field. The specialist will act as Task Director, per procedures, for the contractor performing the field work and any outside vendor during installation and start up as well as   oversee pre-job briefs to ensure craft and/or vendors follow our client’s requirements and expectations. They will review of purchase order/contracts to ensure the contractor/vendor meets all terms and conditions of the contract and review field work completed against contractor invoices and payment terms of purchase order/contract. The specialist will also complete work order closeout as well as complete return to service documentation, as built documentation and other design change closeout functions.

The ideal candidate will have the following qualifications;

  • 5 to 10 years in Mechanical/Civil construction experience desired.
  • Must be proficient in Word as well as general computer use.
  • Previous nuclear experience desired.
  • Must be able to be badged for unescorted access.

Estimator

Steele and Associates are seeking candidates for an Estimator opportunity. This is a contract position located in Plainfield, IN. The assignment is slated to start July 24th with an estimated duration of 12 months.

Our client prefer candidates to have a BS in Engineering or Construction Management or 8 years of relevant field experience and minimum of 5 years estimating transmission line and substation project costs. Frequent travel to project locations will be required; most trips will be day trips but an occasional overnight stay will be required. Determine quantities of pre-defined units of labor for the construction of: Overhead transmission lines from 44kv to 230kV Substation below grade facilities from 44kV to 230kv Identify and estimate the labor hours for work not covered by the pre-defined units: Overhead transmission lines from 44kV to 230kV Substation below grade facilities from 44kV to 230kV Substation above grade facilities from 44kV to 230kV (excluding installation of relays)

This position will be required to accurately evaluate options, and design safe, cost-effective, reliable facilities for new residential, commercial and industrial, single phase and three phase projects. This position may also design major circuit construction and rebuild projects across a geographic area. Due to this position’s customer interaction and/or job complexity, the Distribution Engineering Technologist is one of Electric Distribution’s primary face-to-face contacts with key customers (both internal and external) requiring them to be self-motivated, savvy, reliable, and trustworthy; as well as technically competent. This self-directed individual develops relationships with internal and external customers, builders, developers, electricians, other utilities, city officials, etc., and promotes methods and procedures that maximize effectiveness. Work Management Transmission Planner

Steele and Associates are seeking LOCAL candidates for a work management transmission planner opportunity. This is a contract position located in Columbus, IN. The assignment is slated to start July 24th with an estimated duration of 12 months.

This position reports to the Manager of Midwest Resource Management and supports the Transmission personnel who construct and maintain transmission line and substation assets. The Planner is responsible for the preparation of Work Order packages which includes: scope of the work required, an accurate estimate of the hours required to perform the work and skill set(s) required (substation technicians, relay technicians, operating technicians & line technicians), detailed procedure(s), all special tools, vehicles, and mobile equipment required, detailed parts list with the location of the parts, sketches, drawings, digital photographs as needed to perform the work, technical support contact information, special notes/instructions, vendor support information, safety and environmental information, Personal Protective Equipment (PPE) required and clearances/applicable tagging required. The Planner will review the history of the equipment to identify and determine special requirements necessary to successfully complete the work. The Planner will identify any additional construction and/ or maintenance work and projects that could be worked concurrently to gain resource efficiencies. The Planner will document and explain variances in the actual job task work hours versus estimated job task work hours. Project Information Specialist (Document Control)

Steele and Associates is seeking LOCAL candidates for an Engineering Project Information Specialist opportunity. This is a contract position located in Terrell, NC. The assignment is slated to start ASAP with an estimated duration of 12 months.

 

This position provides project engineering support to internal engineering and document strategies departments as well as external parties (A&E firms, vendors, suppliers). This position is a key resource for project information to multi client groups. Will be responsible for managing all engineering and construction project documentation such as: architect and engineering design drawings, vendor submittals, shop drawings, EQ manuals, etc. Will be responsible to ensure all documents meet quality standards for processing. Will coordinate with others to obtain missing or incomplete information. Responsible to update logs, databases, corporate applications and servers. Also will coordinate shipments of documentation to and from inside/outside reproduction facilities and sites.

 

Technical requirements:

Experience requirements:

Candidates with previous construction support experience will be considered first. There are no drafting or design responsibilities in this role, however experience in this area will be a plus.

Projects and project sites are sometimes fast-paced environments requiring the ability to multi-task and often work independently keeping leads appraised promptly of progress and/or issues.

Candidates should possess solid understanding of various types of construction project documents (engineering drawings, operational manuals, specifications, etc.) in order to perform document control and process flow activities supporting engineering construction projects.

Transmission Siting Specialist

Steele and Associates are seeking LOCAL candidates for a Transmission Siting Specialist. This is a contract position located in Lake Mary, FL. The assignment is slated to start June 26th with an estimated duration of 12 months.

This is the first level of the Siting classification hierarchy. Employees at this level manage work in planning and technical areas of specialization, with minimal supervision. Incumbents are expected to develop advanced skills and to have the ability to work independently, with guidance limited to unusual or complex projects or issues. They are fully competent in use of concepts and procedures. They identify problems, develop solutions, and take actions to resolve.

This position will be working on siting for new long linear substations, or substation purchases. They will work to prep the site for the substation. Ideal candidate would have a degree in Engineering or related area, have previous experience working with an electric utility, specifically working with substations, and experience as a project manager, program manager, or project coordinator as the siting specialist will be overseeing the siting project. DOT experience may be somewhat applicable as well. This position will be working with government employees at the city and county level and so they must be very professional, have excellent communication skills, and be customer-service focused

Substation Relay Planner

Steele and Associates are seeking LOCAL candidates for a substation relay planner/scheduler opportunity. This is a contract position located in various locations throughout North and South Carolina.   The assignment is slated to sart ASAP with an estimated duration of 12 months.

This position reports to the Transmission Work Management Manager and supports the Transmission field personnel who perform construction and maintenance activities for substation and transmission line assets. The Planner is responsible for the preparation of work packages to perform Relay activities. The Planner will review the maintenance/performance history of the equipment to identify and determine special requirements necessary to successfully complete the work. The Planner will identify any additional maintenance work or capital projects that could be worked concurrently to gain resource efficiencies. The Planner will document and explain variances in the actual job task work hours versus estimated job task work hours. The Planner must closely monitor the progress and status of work, and is responsible for raising issues to schedulers and supervisors to identify areas for improvement and opportunities to improve efficiencies. The Planner may also be required to ensure accurate completion of NERC related documentation. The Planner also works closely with the construction resources and resources within Transmission Project Management to plan, estimate, and allocate resources to all projects assigned to the Transmission Construction Section. This requires first-hand knowledge of Construction activities or the ability to draw on resources within the Construction Section to gain that knowledge. The position must possess good organization and collaboration skills for working in team environments to produce excellent project plans and estimates. This position supports the development and implementation of construction and maintenance work plans to support annual programs ranging from $150M - $300M annually (capital and O&M, approximate). In addition, this position continually manages changes in these plans to align with changing funding requirements, and to align plans to execute the highest priority work. The Planner has a responsibility to ensure the annual Relay work plan is completed.

The Transmission Work Management Planner identifies critical work activities and keeps all transmission work groups informed of work nearing overdue status in order to avoid negative consequences. The Transmission Work Management Planner communicates and schedules with various work groups (i.e. Construction, Project Management, Energy Services, T&D Key Account Reps, Nuclear & Fossil Plants, etc.) to identify and coordinate high priority work. Planners participate in project planning meetings with Project Management to develop a project plan for each capital construction project. Clarifies project scope, identifies and assigns required construction resources, develops construction work sequence, identifies potential obstacles to completing the project, identifies clearance requirements, and makes initial resource assignments. Additionally, the Planner coordinates transmission clearances with Grid Management, ECC & TCC, and DCC when there are load issues with project coordination the Planner assist in resolving and re-sequencing the work considering any customer sensitivities. In some regions the Planner also processes and stores completed work package documentation. Quality Assurance Technician

Steele and Associates are seeking Local candidates for a quality assurance technician opportunity. This is a contract position located in Charlotte, NC. The assignment is slated to start June 26th with an estimated duration of 12 months.

The Construction Quality Assurance (QA) Technician participates in the development of project management plan(s) with quality in mind and analyzes project inspection data to identify trends in material and labor failures locally and companywide.  The QA Technician ensures that Inspectors are completing their inspections with a frequency that is sufficient to meet company and regulatory needs and consistently monitors the validity of inspection frequency. The QA Technician is responsible for ensuring the quality and proficiency of a pipeline system through collaboration with construction project coordinators, inspectors, and other Quality Assurance Technicians to drive conformance to specifications.  The QA Technician summarizes data and presents it to members of management in order to provide trends and allow data driven decisions.   The QA Technician may verify the work of company and contract crews by checking calibration practices, OQ compliance, and document accuracy and construction procedure execution. Relying on inspection data and visual inspection, the QA Technician drives continuous improvement initiatives to resolve identified trends locally and across the enterprise. These initiatives could include meetings and focus groups with contractors, material suppliers, plant managers, and others involved in the construction value stream.   This is a Quality Assurance role that reviews the work completed by Inspectors and contractor installation crews.  

Qualified candidates should have basic knowledge and experience in construction practices and proficiency in Microsoft Office products.  Additional skills and experience in Six Sigma methodologies, root cause analysis, and Gas distribution and transmission pipelines are desired.  

Principal Responsibilities:

  • Ensures project inspection frequency in accordance with project schedule(s), quality and budget(s) meeting customer service goals (delivering a quality product, on time and on budget).
